Im still learning and I have been writing all my code in wordpad. Although this does work, it take time and can be a little bit much on some programs.

When I create static sites, I have been using programs such as Homesite.

My question is if there is software that will allow me to develope PHP in a better environment then wordpad or notepad.

You can use Homesite to edit PHP. You can even config HomeSite to preview the generated pages in the editor window.

Try UltraEdit32. Since PHP is rather similar as C/C++ - you may adjust it to notice any PHP Tag.
