reloading by a ghost in Netscape

I have a program that I am working on that rotates banners thru a PHP script. See this Example

It works in Internet Explorer but in Netscape it reloads the banner several times.
Without the user refreshing the page.

the banner calls are
IMG Calls why does this happen.

Is it a netscape problem? or maybe my script is rotating instead of stoping?
