Is it possible to write Php Script to read in data from Local Computer Com Port through Internet Browser?

Not in PHP. (because PHP is severside)
It's probably possible using MS-ActiveSh*t... they have a talent for creating
insecure web-apps.

But: think again about what you are trying to do... the web is not the magical solution to all your programming needs..
