just had to reinstall Apache and found 1 problem
whenw i type
http://212.47.218.19 (that's my servers static IP) and apche rediricts to 127.0.0.1
and some happens with remote clients, it redirects to 127.0.0.1 all the time
Not really php related..
Check your apache config, did you enter the correct hostnames and IP adresses? Does it say "localhost" anywhere?
And posting in one group is more than enough.

and it works fine
Look for usecanonical name and turn it off, then set your hostname for your box so it doesn't just 127.0.0.1 as the host name.

For anyone who has to keep an apache server happy, I highly recommend the apache book with the horse on the cover from OReilley. Great resource on apache. Someone at work is always borrowing mine.
