Well, if you are creating the forum software, the this is a design choice. Generally, I believe a user would prefer his reply to an old message move the thread to the top of the list so it is more likely to be read. This is especially important on high traffic forums like this one! But I'm sure there are instances where this behavior is undesirable. Why not program for both ways and control the behaviour with a configuration setting?
