Not necessarily; it depends on what they have to discuss. I find this site valuable precisely because it is focussed on PHP. Do you want people coming here to talk about investments, or about how they're still grieving about Princess Di? Of course not.
Perl is, however, much much closer and in this particular instance may be quite relevant may be appropriate. I have certainly taking working Perl code and translated it into PHP on more than one occasion.
