WYSIWYG Publishing script

I'm looking for a simple script that would allow for simple WYSIWYG creation of text only html files. Basically, I want to be able to copy plain text text from an external web page, submit that text into a "generator" script page and have the script output a page with the proper HTML tage inserted into the proper places. Does anyone know of a script out there that will do this? I've been looking everywhere and haven't been able to find anything yet.

In addendum to the above post, would settle for a way to simply ad <br> at each line break.

PHP contains a nl2br(); function that will handle the new line -> <BR> conversion. Actually it places a <BR> before each new line, but you get the idea.
