Netscape, in their rush to defeat MSIE, decided they would try to apply their own interpretations of CSS standards, and W3C pretty much told them ah, don't go away mad, just...go away. The layer is classic of this.
In any Netscape up to but not including NS6, you will need to define a class with the appropriate formatting and then add that class to every td, ol, ul, etc. that is not a paragraph, or is a paragraph that exists within another tag, or that just doesn't come out right.
Add this to your style:
.navigator { font-family: arial, helvetica; font-size: 10pt}
and then in the body:
<td class="navigator"></td>
It is a pain in the behind but necessary to properly implement CSS for cross browser compatibility.
