I'm having trouble fopen-ing files for reading outside the web tree. The files are owned by user "nobody" and are world-readable. Open_basedir is not set. Opening files within the web tree works fine.
I'm using 4.0.4pl1 and Apache 1.3.17. Any ideas what might be wrong?
