Referall System

I am going to put a referall system on my site if i can find 1. i do not know php, asp, or cgi but i need to get a referall system on my site that for when some1 signs up for my site they signup for 1$ and then for each person they refer they get 25 cents. i need to find a referall system where sum1 can log in there account and see their referall statistics and others. Can Any Body Help Me PLEASE!!!!! thanks
