Is there any way to take a time that is in one time zone and convert it to another that accounts for daylight savings time at the same time? There are tons of daylight savings time rules around the world and programming them all would be a pain. I am assuming someone else had a need for such a thing and I was hoping PHP had a fuction for this. My guess is set_locale but I can't figure out how to use it.
