I am wondering here that how those online sms delivery service being created? What is the condition of create a sms system, in PHP?

If you've got a few thousand dollars spare I am sure it can be done. The fact is, that unless you are going to hijack someone elses form facility (which isn't ethical ;-) ) you are going to have to buy hardware to send the data; and dependant onwhere you are you may need to bid for a government licence to make use of it.

if it is a limited amount of messages you could use a datacable and a mobile to send the messages....
i've heard that there is a stand command set
for sending messages with Nokia's...
