If it's for a shopping cart (you might loose a lot of money with that system or get a lot of unsatisfied clients,...), for the form I can understand that... It sure is a real pain in the a-- if You have to fill in all your data all over again every time (some companies just wanna know everything every time you're requesting a support. & they refuse to take customer ID only. Crazy. & If you don't, they're not answering till you don't provide all those true a/o necessary data (alert serves to nothing).
How ever to do that more or less you should count all those seconds in 000 (depends of your cookie system, might be even 1 for a second), minutes, hours, days, weeks, months, years,... With that system you might discover a Y3K ;-)
How ever, if somebody is going to clean up his cookie directory,... your idea might not work perfectly well. You're again at the begining.
Now please be so kind and explain why would you like to do something like that? It has to be a good motive for it.
