Handling " and '

I am using php which is linked to a mysql db

I am taking in info via forms but
if someone enters a " or ' it messes up my
submition to the database. can anyone tell me how to submit the literal meaning of " and ' when input

You need to escape the characters. Look at the stripslashes() and addslashes() functions.
