Is anyone aware of an intranet development kit? That is a framework for building an intranet, combined with a variety of stock features (i.e. links, announcements, documents, calendar, et cetera)?

Check out phpGroupware. It has a bunch of groupware features as well as an API so you can develop your own modules. It is constantly being improved. Check it out at http://www.phpgroupware.org/features.php
Go to sourceforge.net and do a search for php and you will find a ton of php based apps.
