I know the Zend IDE exists, but I can't afford it.
What other IDEs for PHP exist? What other IDEs support PHP well. I know FrontPage is crap at it, but what about DreamWeaver?

If you are development machine is *nix based vim is the best, if you are windoze based I would highly recomend html-kit http://www.chami.com/html-kit/ the are alot of different FREE plugins for it and php pluging are great.
