Yes it's possible, because PHP can execute arbitrary commands, including shell commands and scripts.
Yes, check out the socket calls (socket, connect, write, read, etc.) starting with http://www.php.net/manual/en/function.socket.php - this will allow you to connect up to the POP3 server and perform any activity that it supports.
