Nope. You can compile PHP with libcurl (I think that's what he wants):

nope, curl is a web scripting language (with the promise of being able to everything, basically). It's from MIT (the people who brought you LISP... ugh) It's at:

As to the question in question... i have no answer.

Nope nope. There is a cUrl that he's talking about that's different from MIT's curl. It's a web-getting tool somewhat like wget, except it offers SSL support. PHP4 offers a module that allows your PHP scripts to use curl to access remote https pages (among other things.)
