uploading client pictures

Can anyone offer some advice or direction to some relevant material with regards to uploading client pictures to a web site.

I would like to have a web page which sits on the client which can copy an image and upload it to the server either directly by providing the directory route to the file or indirectly by pasting the picture into a box also allowing for formatting of size of the image.The image will later be visible on another page which can be downloaded by anyone visiting the website

I know this to be achievable but have no experience of doing this or at present no reference to any relevant material.

Any suggestions or insights from the forum would be very much appeciated as always!

It's not possible to paste an image into a web page without using something like java.
You can't use PHP on the client side unless that client happens to be a server itself.
