PHP and BASE HREF

I'm having trouble with the navigation of a site.
I'm using PHP includes for the footer. When I choose to view the source code on Netscape, or Mac, I get a Header with like <BASE HREF="bla.com/actualdirectory/">.
If I try to go to another page inside anohter directory it adds the old one (from the BASE HREF) to the one I'm trying to go.
The question is:
How I overwrite or avoid the <BASE HREF=" code added by php?
Hope I was clear enough.

Some web browsers add that to page source so the images and links will still work if you save the file to your desktop.

you have to put http:// at the begining of your URL's to get links to ignore the BASE.
