HTML is not your best solution here.

However,
Check out CSS2 - it lets you define page sizes and such for different media.
NOTE: only supported in the newest-generation of browsers, Mozilla, IE5, Opera(maybe)

Before CSS2, there is really no way to format your page for a particular size.

It may, or may not, be worthwhile looking into Latex.
