I want to provide free hosting with PHP and Mysql . I want to know whether there is any control panel or application which I can allow my clients to use.

Client should be able to select the services like PHP,subdomain, MYSQL etc .

I am using Windows 2000, PHP , MYSQL and
Apache.

Not quite understanding what you want,
like a user wants your service. Then they sign up then they make choices on whether they want php, mysql, what subdomains ect, and then it automatically makes the stuff accessable by them? Is that what you want?
