Whats the best Link Indexing utility in PHP. A script that can add categories, links and rate the links and other stuff...

i have used myThread. It's free. http://mythreads.sourceforge.net/

Don't know if it's the better script ... for sure i can tell you that doesn't support the rating.
It works fine and use php fasttemplate (= look and feel easy to customize)
