I've no experience using FoxPro ... anyway, the real problem is that foxpro is not a relational database, while interbase is!
You can follow two different ways:
1) you keep the original "non relational" structure of foxpro dbs and tables and port it to interbase;
2) you change the structure of original db/tables in a relational
So, for the first task you should download foxpro odbc and interbase odbc.
Using some tool, microsoft access like, you import the original datas using foxpro odbc and write(export) on interbase using interbase odbc.
