I have noticed that the php manual exists on several different sites with the same format. I assume that it is downloaded from php.net and put on the sites. I was wondering what the restrictions were on use of the manual.

Check the copyright message on php.net... this will tell you what protections exist on the site, artwork and so on. I think you can mirror the doc as long as you don't modify it and adhere to some basic restrictions on hosting... but check out php.net for details.
