GIS Data, .dbf, and interactive maps

I need to get a handle on some resourse for taking ESRI mapping software files and making interactive maps for cities. any help would be appreciated.

I found a plug in for ArcView to output your datasets and coverages into a MySQL database. It builds a standard php site to output it on the web. I am busy to alter the plugin and let it produce php that on its turn produces SVG so I can produce interactive, dynamic scalable vector graphics for the maps. Im trying to inccorporate an algorithm at the moment to solve Optimum path problems. With SVG it is easy to make certain features in the city clickable to let the visitors view a 360 panorama or whatsoever... Im thinking of studying some JAVA to create whole 3d views of the datasets. But all this is still in it's early stages.
