chown under w2k???

hi,

i just made a script with file-access and read/write support!
...BUT my problem is, that i get this error message:
Warning: fopen("roster.txt","r+") - Permission denied in /usr/home/admin_member.php on line 75

so, i think there are 2 reasons, i get this error message:

1 - i am not allowed to open files with r+ from the server
2 - i have to edit the "roster.txt" with the "chown" command... BUT how can i do that under W2k??? ...there the WS_FTP doesnt have that command!
...although it says it is there, when u use it under linux!

so, how can i edit the read/write rights??

sry,

i just found the chown command in WS_FTP!!!

BUT... now i got a different problem!
in my script a file gets created, but how can i give this command a chown command??
...up to then the file even doesnt exist!!

DAMN... i just saw, that it isnt called chwon, but chmod... lol, sry, my fault, but nevertheless, i still got probs with creating that file!!!
