parsing xml in utf-8 with foreign chars

I've got an error string "not well formed" when I tried to parse an xml file saved in utf-8 with some Chinese characters in it. If I remove the Chinese characters, it works fine.

Conditions:
The parser is created by specifying "UTF-8". I am using iis5 on w2k. Php4 is running as cgi.
