When was my cookie set ?

I want to know the date that a visitor to my site had a cookie set. If the date is before the date my "latest news" file was updated (which I know via filemtime command) I will display the latest news, otherwise bypass it as I know they've already seen this latest new article (due to the very fact that the cookie exists in the first place).

Rather than getting the cookie set time (which i'm not sure is possible... might be) and instead... just put the date it was set in the cookie. Make it a unix timestamp or something. If the cookie already has some data in it that you don't want to touch, then set another called 'lastCheckedNews' or something.
