how to enable mbstring

hi to alll....

i am wondering how to enable mbstring (multi bye strin) for that i want to be able to convert any string to UTF and UCS2 etc....

is it throug a command line... or is it in a section of php.ini file .. where and how to apply that...

iam using php4.0.6 on windows 98 and xitami 2.4d5

i have gone almost all sites.. and it seems configuring that for appache !!.. :-(

I have never used this, however in the manual it shows as experimental. Here is the manual entry at php3.org for it:

http://www.php3.org/manual/en/ref.mbstring.php

It does show how to set up the php.ini file for using it.
