Hi I know that I've written my .htaccess file correctly because it works just fine on my remote host. What might cause it not to work the same on my local server? Is there something I can look for in httpd.conf?

You need a line that says something like:
options allowoverride
I'm not sure about the spelling, but just search the httpd.conf file for override and you should find an example commented out in there somewhere.
