If you can...alter your server to let php pass a different file type such as .js, then do the above but with a .js extention.
It's not a php or a Java (script?) bug. Unless you are using a server side page such as .php, .asp, .shtml, etc then it won't work since a regular .html page won't 'include' anything but a .js or .css etc..unless it is being parsed as a php script itself.
