No, Alex, PHP can't do this natively, as it requires, at the very least, interfacing with some hardware that, obviously, is pretty nonstandard. I don't know much about cell phone logos or ringtones, but I do know that to send them to a phone, you're going to have to have some hardware operating on the same cell phone network as the target phone. And I don't know of any single computer that comes with hardware like that out of the box. As far as the web site you mention goes, there's really no way to tell that it's "just a normal PHP page," as it's no trouble for PHP to access other software on the server (without you seeing hide nor hair of it), which in turn can access the specialized hardware they're likely using.
