I have read alot about this, but still don't understand it.

I have a hosting account, with a server that has php installed, now is the php.ini a global file that would effect everybody, ie. the webmaster would have to change.

Or can there be more than one on the system for example, my of php.ini file in my directory etc. similar to the global.asa file ins asp if any one is familiar with that.

Any info on the topic will be appreciated

Yes, php.ini is a global thing that only your webmaster will likely be able to change.
