Why does this site's search not work

OK I have seen this asked before, but have never seen a sensible answer.

Why does the search on this site not work properly.

I posted a couple of days ago a post that included the following phrase:-

"detriment to performance from having largeish"

When I use search in the support forums for that phrase it says no results found. Bear in mind that I cut the text used in the search from the post so I did not spell it incorrectly. I have suspected in the past that the search facility does not work as expected. So why is this?

Being as this site is all about how to make web applications work properly shouldn't it practice what it preaches or am I missing something?

For example:
I pass the variable $msg which has the value of "What's up" to another page, but it appears as "What\'s up".

What is the problem here?
