PHP-4.0.6 and mail() function

can pls someone help me with the following.

i try to send to multiple recipients as follows

mail ("[e-mail],[e-mail],[e-mail]","HELLO","whatever");

the mail is sent, but only arrives at the first recipient, do i have a wrong php or sendmail configuration ?
