libswf configurable via php.ini?

Good afternoon,

I've started playing with PHP recently via a shell account. My server does not have libswf installed, and I'd like to have that library installed.

My question is, can I install libswf to my home directory and modify some php.ini values via the .htaccess file, or is installation something that my administrator would have to do?
