It's certainly possible to execute Photoshop on the server usng PHP, but all you'd be able to do is launch the program (AFAIK there are no Photoshop command line utlities). Take a look at the Program Execution Functions section of the PHP Manual:

you don't say which platform.... if you are running mac os x with photoshop in classic, you can create an applescript that will be able to run just about any photoshop command sequence you want. you can then call the applescript from php with exec or popen or whatever.

The more common approach to image manipulation on a server is to use the GD library:

You also might be able to use the ImageMagick tools, http://www.imagemagick.org/. They are very powerful.
