I am sure the problem is in your web server. See httpd.conf if s.th. is written inproperly. I cannot give a more comlex explanation because there can be many reasons one web web server to stop working. If you send me your 'httpd.conf' file, or if you just replace it with 'httpd.conf.default', maybe?!?
