Problem solving

I have the following problem.
I have to create a library.
The first page is a search page, which can connect to de database and then select different information.
Once the information are searched they will be listed on a page. With a link to a pdf file.
And lastly the admin can add, change and modyfy the content by entering a restricted area.
If somebody can help me.
