URL trick article

I was reading this article ( http://www.phpbuilder.com/columns/rasmus19990407.php3 ) and I am trying to get the URL aspect of this to work, by having what follows the "/" to be a variable, but it isn't. I posted several messages to that board and they were never approved, so I am here. On my server PHP is in CGI mode, so that may be the problem. Can anyone help me?
