I don't understand exactly what you mean since your last sentence is very oddly structured but I think you mean does MS services support a distribution like that for a server. My guess is no, actually I am almost sure they don't since PHP and Apache are the enemy for them. All of the things you mention, they have something parallel to it although always worse. LOL.
Anyways don't use MS servers to host. Use other providers. MS is too expensive. An apache server with PHP running on Linux is only the cost for the line and computer. For a MS solution it will total over a thousand not to mention line costs and hardware costs.
