Also that would allow for phpMyAdmin, remotely to the server.

I tried there once and they have a 500 Error; so just go to www.f2s.com or www.coolfreepages.com
aletia.net isn't free but it is inexpensive and excellent.
fyi, f2s free service is stopping in a month or so.
