I am working on a similar site myself. I am keeping it secret for the time being.
To do this, I'd suggest the following table structure:
tblWords - id, Word, Language, User, DateEntered
tblMeanings - id, Meaning, Language, User, DateEntered
jnWordMeaning - id, WordID, MeaningID - since every word may have many meanings and every meaning may be set for different words
(if you want this to work one way only, you probably need to get rid of this table and add WordID field into tblMeanings)
jnMeaningRels - id, Meaning1, Meaning2, Relation - table that defines relation between different meanings (synonym, antonym). Translation is actually a synonym of another meaning, but in a different language.
This is a bit close to the structure I chose for my web site, but I am not listing many other fields since they are for my project only and not that universal.
Now, think about other things your user would like to do with the words and meanings.
Perhaps define examples of word usage? Or attach links to web sites where a word was used? Something like this.
