$HTTP_POST_FILES['fil']['tmp_name'] returns "none" with no errors showing.

I viewed the source and found:

HTML comment tags got added into the Browser's input. Could be the Web Server you are running choked on an error it couldn't handle, or it might me Microsoft IE playing nice...to nice. Read the php doc page at http://www.php.net/manual/en/function.filetype.php##9252 it could be a problem with the version on php you're running.

Make the following changes in your script..
if your script is offline then it will be like this..

fopen("C:\My Documents\somefile")

and if it is online then script should be written like this..
chdir ("/home/stevenchalker.net/directory path");
fopen("somefile.php")
