I didn't mean to kill the conversation here. Just trying to point out that there's more than one way to skin a cat.
And expecting developers to be on call 24x7 is a pretty big ask. Even my kids don't get that sort of service. By working globally you can get the same level of support, same expertise. Plus, if your system is half way decent the alarms etc should automatically go to the right person at the right time.
