Text file database system for includes

The idea is that each .php file has a txt file relating to it which can be altered through an online panel - hence changing the content of that page. there may also be a header and footer txt file. The reason for .txt files is that its costs me money to run more databases. does this sound feasible?

I have seen it done with a news program but this was only like 3 .txt files.

Would there be a better way to do this?

"run more databases" implies you already run one. If so, why not just add the tables to it?

Because i am worried it could cause problems when upgrading the program (the db is for a forum). Lets assume I dont run a database and cant but have php support😉

Is this something I would have to code myself? ie is there anything like it that i could use and alter that anyone knows of? The problem is I dont know php too well.
