Please... How to make a bloody file :)

I've asked a couple times, How to make a txt file.. Every time I ask, someone says "Look in the filesystem area of php.net".. Well, I can't find anything there telling me how to make a file.. So PLEASE.. Would someone just tell me the code to make a text file?
