file permission question

I have a form that I create web pages through. I fill in the blanks and my php script formats the text and saves an .html file based on the information I have given it.

I went to ftp one of these PHP-created pages from my server to my computer and it said that my account didn't have the right to retrieve it.

The files that the script creates have the following permissions

-rwx--x--x 1 nobody nogroup

I can delete and edit these files via forms and PHP, but I cannot directly edit these files via command line or even ftp them. The only solution I have is for my sysadmin to chown my files to me after I've created them but surely there must be a better way.

Well thats kind of a good thing =), the only other solution i can think of is to get the sysadmin to make a special DIR with R/W premission set on is so that anyone can R/W to that dir.
