Jordan's approach will work for an individual image, but unfortunately won't work as a HTML page background - that has to be set through the <body background=""> tag, and requires one image file.
If you want, the best I could come up with was just making a background with the images tiled together in a pseudo-random fashion in, say, PhotoShop, then use that as your background.
If you're really adventurous though, and your background HAS to be random (why?), then you could look into using the GD library to create these images on-the-fly. I'd say this would heaps too much work tho... 🙂
